== Background ==
'''Chicago Meeting'''

The NPC met in Chicago on November 10, 2012 at the Hull House at the University of Chicago. We separated into two groups to discuss the March 13, 2013 meeting and to bring a collective proposal to the larger group. Philadelphia (PPERC)/Cheri Honkala and New Orleans (NOLA/PISBA)/Kimberly/Derek, Atlanta (AR/Southern Coalitions)/Carlton Turner and San Antonio (PMA)/Ruben Solis were under consideration. The criteria for the meeting site was based on organizational capacity to host the meeting for one hundred to two hundred people, coalition building locally and regionally, housing capacity (arranging discount rates for hotels and solidarity housing) and setting up catering for the three day event. Oya Amakisi spoke with reps from all potential sites and gave a full report back to the NPC.

'''Philadelphia (PPERC)/Cheri Honkala'''

PPERC stated that they work with a coalition of groups from the poverty movement and disabled coalitions. They also linked their location to the political moment to work with organizations and coalitions throughout the East Coast who were impacted by Hurricane Sandy around issues of class, climate justice and poverty.

'''New Orleans (NOLA/PISAB)/Kimberly/Derek'''

PISAB stated that they work with a coalition of organizations throughout the South. They have a history of using PMA’s for movement building with social justice organizations in New Orleans and regionally. New Orleans is also a potential site for the next United States Social Forum 2014.

Atlanta (AR/Southern Coalitions)/Carlton Turner

Alternate Roots stated that they have the capacity to facilitate a meeting for 150 to 200 people. They are part of a regional coalition of groups including Project South. They held a regional South Eastern PMA. Stephanie has been the co-coordinator of the People’s Movement Assembly. Atlanta was the first site of the United States Social Forum.

'''San Antonio (PMA)/Ruben Solis'''

There was no response from Ruben Solis.

'''Conclusions'''

The small group chose two alternatives. The first alternative was for two city convergence using live video streaming and ICR as the medium to connect the sites. The second alternative was to host the event in New Orleans with the support of Alternate Roots and other Southern Coalitions. Goals and methodology were also proposed. We also discussed the capacity (people power and financial status) of the current NPC to support and facilitate this meeting with the host city. NPC members shared their capacity. There was not enough consensus for the first alternative.

The final decision was to hold the convergence in New Orleans with the support of coalitions locally and regionally. A core team was established to carry out the work. Oya Amakisi was named as the rep for the ACT. We will also ask that a representative from PIBSA join the ACT and Resource Development Committee. The event will be video streamed live onto the USSF website with IRC (in time commend side panel). Finally, the March meeting will begin the process of gaining commitment to choosing the host city for the next United States Social Forum. (See the methodology and goals below).

.
.

== March Convergence Preliminary Goals ==

*A. Class, Race and Climate Change to frame the purpose of the meeting.
*B. To convene movement leaders and elders on critical fronts of struggle
*C. To assess the current political moment and create a space for discussion and debate
*D. To launch renewed USSF Planning Committee that reflects grassroots movements
*E. We should plan to get 3 or 4 cities to come to the meeting with strong proposals as to why they should host the next USSF and then set up a site selection committee.
*F. Rebuild and expand the NPC (strengthening and deepening of the NPC)
*G. To connect with and inform the upcoming WSF in Tunisia
*H. To discuss how to facilitate and support regional/thematic PMAs
'''Notes Summary'''

:1) Introductions: Dana, Joseph, Mark, Jackie, Ross, Ada, Rosana (NOLA reps.), Sylvia.

:2) Report on USSF and National Planning Committee decisions
*Discussions between NOLA organizing Roundtable and NPC groups—some uncertainty on whether March meeting will happen as planned. There is still a lack of clarity on agenda and how local convergence will mesh with NPC work. More will be happening this week and Jackie will provide updates. We can continue to think about the expanded work and content as the other details get hammered out.

:*Task Forces:
::1) Newsletter—is coming out soon—still need volunteers for editorial collective to help with content. Wiki site is where content ideas are listed and tracked: http://wiki.ussocialforum.net/wiki/E-newsletters

::2) Expanded: Work on hold-but there is a meeting Monday to plan with agenda and Philly folks. Report will be made next call.

::3) Website: Discussed ideas for immediate work to re-vamp /revitalize ussocialforum.net site. Larger website redesign will happen after convergence/NPC meeting where vision of what website needs to do, etc. will be clarified. Joseph and Ross will put together site map that we can use to review pages on the website and decide later what to do with them.

::4) Language Access/Language Justice- Roberto raised concerns that language justice (translation and interpretation) needs to be worked into the planning process early on. We’ve invited volunteers to join this working group and will figure out how to incorporate this into all task forces. May need to revisit our work group name?

::5) Fundraising—given the challenges the USSF has faced with raising funds to do its work, there is a move to decentralize the effort to mobilize resources. We’re hoping to do outreach to help raise the $1800 we estimate we need to do the expanded work for the spring convergence meeting. Jackie will draft a letter that working group members can use to outreach to their networks. We are also working to adapt the donations page on the USSF website to allow people to indicate their interest in supporting communications/tech work of the USSF.

::6) Volunteer job description: Scott recommended that we keep job descriptions for volunteer positions we hope to fill.

;Outreach call
;Jan. 28, 2013

Participants: Jerome, Walda, David, Sylvia, Rose, Edgar

;1) Update from ACT call:

Rose reported that we are trying to help shape proposals for clear decisions to take to NPC. Kimberly was on repping (PISAB/GNOR). There will be someone from (PISAB/GNOR) on ACT calls. Another March Convergence call is set for tomorrow. A straw poll was held: Walda, Jackie, Rose said onward. Sylvia, David and Alfredo had concerns about whether we could pull it off. Kimberly thinks we can move forward but there needs to be more clarity, and the specific date should be questioned. Alfredo was concerned that the ability to host the Philly expanded meeting is being put on hold.

Walda and Rose will be constructing a proposal to bring to the meeting tomorrow. She believes folks may be willing to go forward with an alternative date. Should this be part of report-back? Our outreach comes out of PMA methodolgy.

Sylvia doesn't understand how changing the date resolves the questions and issues raised regarding resource needs or the goals/objectives. She is also concerned that this will prevent us from having the opportunity to experiment with the communications piece we were to do in Philly.

Jerome: Was the discussion mostly about changing the date?

Rose reported Kimberly's concern that goals should not be driven by budget. Also, much of the GNOOOR work is to bring people to the table who have not traditionally been heard.

Jerome believes we need to figure out whether the meeting happens by Thurs. Even if we have to change the date, as long as we come out with commitment and unity that

Sylvia: repeats concern that changing date doesn't address other concerns.

Walda: We were always committed to figuring out how to support local work.

Rose: I think if we write this up, clarity will emerge from the struggle over the process. Remember ACT has another call on Wed.

;2) Report from mapping subgroup in Road to 2014

Rose: Mapping subgroup has a meeting on Thurs. Moving forward identifying forces in motion will bring them to table. A reminder that Cindy has already done great work, and that Steph, Rose and Jerome will be together soon to identify PMA work.

;3) Our Outreach strategy

Jerome outlined that our outreach strategy was premised upon who we want to invite to NPC. We were going to identify fronts of struggle, what organizations were leading at that front of struggle, and were going to solicit 2-3 orgs in each region. We thought that the political packet would serve as our principla outreach tool.

Walda: In Chicago we were trying to fold PMA into the outreach process. We have articulated that, but have not actually done that.

Sylvia: Are we folding PMA process into the Outreach?

Jerome: PMAs have been going on, and it doesn't make sense not to use and build on that work.

Sylvia: But what about PMA working group?

David: Lets name that the fact there isn't a PMA working group.

Jerome: Although there isn't a PMA working group, we definitely need to integrate and utilize work that has been done, including using the Assembly of Assemblies document in our packet.

Walda: We also need to deepen the methodology of the PMA process and ensure that vision and action steps are about more than individual campaigns.

Walda: What about orgs we were hoping to bring into the March meeting?

David: I need to wait until we have more clarity re: March in New Orleans before continuing the conversations re: NPC.

Edgar: Many of the orgs he has outreached to have not gotten back to him, and the deadline has passed. Should he keep reaching out?

Jerome: We will know that by the end of this week.

Walda: Remember that we are keeping a list. So please keep sending that info to Walda.

Sylvia: I am feeling urgency around need to bring together the possible new NPC orgs into this process.

Jerome: It is important we have a definite decision by end of this week. His hope is that this decision is yes to March in NOLA.

;* NPC conf call follow-up

; a) approved proposal next steps: Non-NPC nominations/invitations, Site Selection; Political Framing packet?(to include 2012 Political Direction document?); NPC applications

: '''Non-NPC nominations''':
:- Sylvia is going to send out call for non-NPC nominations to NPC.
:- Jerome: No additional nominations yet for non-NPC member invites (miami, Mississippi worker center, NOLA worker center & Mississippi ________?;
:- Walda-notes some conversations with SEIU contact about possible invites/ Wayside popular education associates (Roberto works with them)
:- Jen-- Poverty WG meeting this weekend will generate some suggestions.
:- Rose-- will be talking with Chicago contacts
:- David has list, will send Friday.

:- Deadline for initial invites is Friday 1/18-- NEED TO SEND REMINDER TO NPC

: '''Site selection''': Need to finalize text and send to NPC/with web link.

: '''Political framing packet''': Does ACT accept final text for 'we believe'? If so, this should be ready to go to NPC. Give NPC a week for response. If no opposition raised, we accept the proposed language discussed at last NPC and revised since them.

:- Rose: Had conversation with Ashley regarding her ideas of adding more elaborated goal, so the discussion of the addition of a more elaborated goal (#5) can be tabled without further debate.
:- WALDA: There will be a discussion of values and how we implement these in the USSF process. We have NPC consensus on these broad goals.
:- Discussion of how this process has revealed the operation of white privilege. Need for > listening and stepping back once a proposal has been brought forward and discussed.... How do we communicate and help people learn new ways of working together....
:- Jackie: Also think thru how do we socialize new memnbers into this process, i.e., show people how this works? How to resolve things in WGs, privilege, process, organizational responsibilities. Add to NOLA agenda time to help share with new folks the values, practices, lessons from the USSF process? OK

:- Political framing packet-- include 2012-2014 Organizing and Political Direction of the USSF document from the Consulta process in the packet? Yes

: '''NPC Application'''-- was approved (same as 2009), needs to be added to website and sent out.

:- Should all this material be sent out together or staggered? [non-NPC invitations; site selection; NPC applications]

:- David: INCLUDE in next e-blast with links- OK
:- Jerome: Site selection should go out in that stack but also separately. We also should talk in ACT about what places/groups we can think of that we should reach out to.
:- WALDA: We should get the non-NPC invites out ASAP. Site selection and rest will go out separately and in next e-blast.

; b) docs requiring further work/review: We Believe; March Convergence budget;

:- JEROME: NOLA folks presently getting bids or locations: locations, housing, food. If get Unin NO may be able to get dorms -- up to 8 in a room. Don't have to use Univ food service.
:- DAVID: March 2013 call yesterday--signalled some important tensions resulting from the budget discussion. Notes circultated to ACT. What is the sense of things in NOLA? (Jerome was at roundtable meet. last weekend).
:- JEROME: (Report on outreach and feedback on NOLA 'temperature') The sense he had was that the approach was that the March meeting was being held by a national organization that was seeking to get local folks to do the work of organizing, and they were responding to this national group. So they were trying to use the opportunity to strengthen their local work. A real us-them approach. He tried to convey a sense of the work of movement building and the integration of local and national/international work. Those political points needed more discussion- we had some discussion there; it wasn't resolved, but the conversation provided some political context. There is some chill in the air, but people are beginning to think about how this meeting is not just a national process, but is connected to local movement-building work;
:- WALDA: In Chicago we divided tasks -there are too many separate meetings; we may need to consolodate these meetings better--esp. with regard to NOLA organizers. What is being communicated on behalf of the USSF process to the NOLA organizers.

;RECOMMENDATION -- consolidate Agenda Subcommittee/March 2013 Convergence Committee/Road to 2014 Committee/Outreach working group

:- SYLVIA: This recommendation could assist, but doesn't solve the chilly climate problem. Need to have conversation with Oya on how to do this well.
:- WALDA: We need to re-organize our working groups to reflect the work/needs that emerge in the process. Unified understanding of this process is needed. ACT can make this call.
:- DAVID: ACT should review proposals from work groups and vet for NPC
:- SYLVIA: We need to speak with Oya first as chair of March 2013 Committee; plus how will this consolidated group work happen?
:- ROSE: Support for consolidation...
:- Jerome: Seems to be confusion about what New Orleans is about, what the meeting is about-- some think it is a convergence/ assemblies with break out space... Others understood it as a planning for 2014. We need clear message about what the meeting is about and get this out ASAP.
:- SYLVIA: Agenda/facilitation call this weekend-- Agenda work is helpful, we're building outline. will report more later.
:- DAVID: Do we need to do more than lay out goals, etc. ? Is that sufficient?
:- JEROME: NO new document is necessary, but ACT needs to be unified on what those goals mean in terms of the work --here's what we're calling for and here are the goals associated with that.
:- WALDA: We don't always appreciate how the goals link to the concrete pieces of work. Conversations are helpful in making these connections and helping people understand connections. Further wording can also help show what the goals imply for concrete work.
:- Jackie: Proposal--Walda's suggestion for a consolidated mtg: agenda, logistics/March 2013/ Road to 2014 -- call mtg of all groups and what's happening and needed work structure.
:- Jerome: Need to get our political understanding of what we're doing and where we're going clear before the organizational stuff -- USSF as tool for SM bldg; strengthens local work building to nat'l work. Struggle thru diffs then get into org'l stuff.
:- Sylvia: Caveat--someone contact Oya first.
:- DAVID: Wanted to call Oya following meeting since he wasn't on the March 2013 call. He can see how this sounds to her.
:- WALDA: There are many moving parts, and there's a need to consolidate all these different pieces. This is a logical progression of a process. We can take the position that ACT is trying to assist the process in gaining unity and political clarity, not that ACT is stepping on toes. The way we communicate this is important.
:- SYLVIA: Volunteer to facilitate a first call of consolidated group? Jerome will facilitate. Jackie (and Walda) will get logistics going, incl doodle.

;* Working Group-Committee feedback needed, reports

;a) International Solidarity Team, incl WSF Tunis (Jen request)

:- JEN: Tunis delegation proposal being discussed- delegation needs some resources -- Does USSF want to support a delegation, formally representing USSF in Tunis.
:- DAVID: Supports idea politically; but we lack resources...
:- ROSE: this was expected. Some token support would be valued-- just token support would be good.
:- JEROME: We will do what we can to help raise money to support the delegation. We can't think of using funds we have. GGJ is also organizing a delegation. We should coordinate with GGJ so that these are a single delegation. Keep the political work unified.

;ACT -- Yes, we AFFIRM political support of Tunis delegation but working with GGJ delegation.

:- JACKIE: Notes work on donations page to include space for contributors to indicate specific projects. We could add button for WSF delegation to this page.
:- JEN: GGJ- will connect with; but no GGJ member is on the international committee. Will pursue relationship here.
:- ROSE: GGJ has big umbrella- multiple delegations aligned with GGJ- some on int.committee are on GGJ so this connecting work can be done easily.
:- DAVID: supports separate button on website. Buttons should be vetted through NPC; how to decide which items have button?
:- Sylvia: Suggest we take question of multiple donations to RDC for feedback, esp coordination of work; have to also clarify communication strategy to avoid overlap, confusion.
:- JEN: on some details of planning/logistics for delegation- limit to NPC
:- Jackie: Need to raise $ for comms-tech in March -- '''propose:''' for starter add buttons on donation page for comms-tech donations; space for broad working groups and comms: comms-tech, outreach, int'l solidarity...Propose to put buttons on the website and add to NPC agenda for formal OK
:- SYLVIA: Need to consult with Resource Development-- to coordinate with their e-asks.
:- JEROME: Call later today can discuss this question. Need to communicate with Jackie/ Comms about making change to the website if approved.
:- ROSE: There will be an effort to help support the resource dev. work for the delegation. The political support is there.

:- Rose: Either or? Get prototype and get feeback in March?
:- David: Echo. Splash page with March convening? Rec: don't build much back end now, better to wait post-March for infrastructure around.
:- Jerome: agrees.
:- Sylvia: Would be helpful to know if there's a list of what needs updating and what needs NPC feedback. For example, NPC previously voted on logo and design. Design Action Collective designed website wireframe, logos, posters, etc for 2010. Has anyone checked in with them?
:- Jackie: Outreach--What do you want comms to do with the newsletter. Working on Expanded piece. Trying to provide background links on wiki, need help on what else needs to be on there for new folks coming in.

;c) Outreach WG: nothing else to report here

;ACT conf call
;Wed, 1/16/13

On call: David, Rose, Sylvia, Walda, Jerome, Jen, Jackie. (Jackie will contact Alfredo if he doesn't join)

Note taker(s): Jackie, Sylvia

;Proposed Agenda:

;* Welcome, check in

;* NPC conf call follow-up

; a) approved proposal next steps: Non-NPC nominations/invitations, Site Selection; Political Framing packet?(to include 2012 Political Direction document?); NPC applications

: '''Non-NPC nominations''':
:- Sylvia is going to send out call for non-NPC nominations to NPC.
:- Jerome: No additional nominations yet for non-NPC member invites (miami, Mississippi worker center, NOLA worker center & Mississippi ________?;

Site selection and rest will go out separately and in next e-blast.

; b) docs requiring further work/review: We Believe; March Convergence budget;

:- JEROME: (Report on outreach and feedback on NOLA 'temperature') The sense he had was that the approach was that the March meeting was being held by a national organization that was seeking to get local folks to do the work of organizing, and they were responding to this national group. So they were trying to use the opportunity to strengthen their local work. A real us-them approach. He tried to convey a sense of the work of movement building and the integration of local and national/international work. Those political points needed more discussion- we had some discussion there; it wasn't resolved, but the conversation provided some political context. There is some chill in the air, but people are beginning to think about how this meeting is not just a national process, but is connected to local movement-building work;
:- WALDA: In Chicago we divided tasks -there are too many separate meetings; we may need to consolodate these meetings better--esp. with regard to NOLA organizers.

4pm ET/1pm PT (1.5 hrs.)

'''On call''': Walda (LRNA), Maureen (MWRO), Jerome (LRNA). David (MTA), Sylvia (MWRO), Cheri (PPHERC), Mezna (USPCN) Jackie (Sociologists w/out Borders), Nada (subbing for Roger WESPAC-invited), Viola (PISAB-GNOOR), George M (UFPJ), Ashley (SEN), Alfredo (May First/People Link), George F (IPPN), Cindy (GGJ), Marian (MWRO); Salimah (Praxis); Victor (USSF), Chris (InterOccupy-invited), Roberto (Lang Acc), William (EMEAC), Derek (PISAB-GNOOR)

Note takers: David, Jackie, Sylvia, William

;Proposed Agenda:

;* Welcome, roll call (time zones) -- 10 min

;* Updates -- 10 min

-- March 2013 Convergence planning

Derek reports that they have focused with logistics. SUNO (primarily non-traditional students) have also identified several hotels nearby. Also identified a few groups to invite. NOTE: They have come to a place of agreement on proposed budget.

;* Discussions and Proposals (please refer to documents sent in advance) -- 10-15 min each

;-- Proposal 1 - March 2013 Convergence goals (March 2013 Committee) '''APPROVED'''
CINDY: Friday Agenda needs to provide space (1/2 to whole day) for NPC-only meeting to discuss business—SEND TO AGENDA team

;-- Proposal 2 - March Convergence Non-NPC nomination-invitation process and criteria (Outreach WG)
In brief: NPC orgs can nominate up to 4 non-NPC orgs to NOLA mtg. Those who nominate will have to follow up with invitation, after NPC and/or Outreach WG review and approval.

WILL: Will non-NPC members be eligible for travel support?
WALDA: The agreement is that priority funding is for NPC orgs, 1 travel allowance per org; a commitment to providing funds to invitees, but dependent upon funding.
MAUREEN: Non-NPC members will need support in order to attend.
CINDY: Can we extend the deadline to next week- rather than the 11th/Friday?
NOMINATIONS- due by Jan. 18- to Jerome/Outreach – Outreach/ACT will then approve list and invites to go out.
'''APPROVED, 1 ABSTAIN'''

;-- Proposal 3 - Philadelphia Expanded: Meeting goals, use of tech to advance goals (Comms-Tech WG)
Meeting in Philly would take form of a regional PMA, with selected space (i.e., at start and end of weekend) to connect with NOLA. Content and timing will be determined by March 2013 agenda team. Alfredo and Cheri outlined importance of a regional gathering for folks who can't travel to NOLA, plus need to think thru how to use technology with less funds for travel, costly national in-person mtgs.

WILL: Supports PMA idea. Is this a parallel meeting? Are we using the Non-NPC invitation process for this Expanded meeting, why or why not?
JACKIE: Agenda team will determine how the communications are timed, defined. All is determined by the agenda for the NOLA meeting
DEREK: Would like to see us moving towards having more parallel meetings to address financial limits.
CINDY: Agenda team needs to make sure the NPC has time to meet to discuss the specific, strategic, fundraising work we are doing, and NPC political responsibility. A PMA model seems to make sense to bring people together and develop thinking. '''PROPOSAL AFFIRMED'''

NEXT COMMS/TECH CALL
Next Meeting: Tuesday January 22, 2013 Time: 7:00pm ET/ 6:00pm CT/ 5:00pm MT/ 4:00pm PT Call-in: (712) 432-0075, code 388105# (host 564471#) – (NPC#)
http://wiki.ussocialforum.net/wiki/Communications_and_Technology_Working_Group

;-- Proposal 4 - USSF 2014 goals, We Believe Statement (Road to 2014 Committee)
WALDA: This document is to frame our political discussion. Based in earlier documents (we believe versions, urgency statement, PMA Synthesis)
MAUREEN: Wants to see actual proposed text of We Believe before supporting. She is available to help with this discussion.
CINDY: Concerns about #5 ; would like to see more discussion and circulation of a final text before we approve.
JEROME: We need to expedite this to help us with organizing/outreach.
WALDA: There was *broad* agreement on the working group to accept the top 6 goals that are listed; The only lack of consensus was the alternate #5 . The committee took it as far as we could go and wants input from NPC.
CINDY: Comfortable with 1-6; not with alternative #5. Maybe we can note that this is a 'living document' that is subject to further discussion.
ASHLEY: Would like to be sure that alt. #5 does get a dedicated time to discuss.
SYLVIA: We can propose this to the March 2013 agenda team to include space for discussing 'what we believe' and larger goals. Asks that Ashley draft text for 6th proposed goal and bring back to NPC.
'''GOALS AFFIRMED'''

Changes in the We Believe statement compared against original will be sent to the NPC for follow up review and discussion. '''WE BELIEVE TABLED'''

;-- Proposal 5 - Site Selection 2014 proposal (Road to 2014 Committee)
VICTOR: Note text p. 7 needs to be changed to reflect accelerated time period for selection (not 12-18 mos).
Ashley: P. 6 requests addition of text on what social forum week is about: add "practicing our principles'
VICTOR: p. 8 add language on the need for legal support as anchor criteria
SYLVIA: Is also checking with Steph on doc, check list that 2008 site selection team used for process leading to Detroit selection.
'''APPROVED'''

;-- Proposal 6 - NPC application: roles, responsibilities, ideals-principles, categories and process (Outreach WG)
MAUREEN: Is the proposal absolutely necessary for discussion now?
SYLVIA: We're inviting people to participate in March meeting and outreach is working to talk with NPC members to determine their future involvement. We want to have some ways that groups can stay involved even if they can't remain on NPC. We need to have affirmation on whether NPC members want to stay on NPC or move to a different category of membership/participation. This can help expand our capacities. So having the new categories of membership -affiliation with the USSF process is helpful to outreach and mobilizing work. For outreach to new members of NPC- we are proposing to use the same application used for 2009.

CINDY: Where are the lines of accountability and decision making? How will categories interact?. We need more time to discuss this. The NPC roles are fine-- but what needs more discussion is how these categories relate.

DAVID: There was no decision making authority envisioned in the non-NPC categories.

SYLVIA: A letter will go out to NPC to request affirmation. We will remove language in the draft indicating that non-responders will be shifted to the Organizer-Mobilizer category. But will ask NPC members to get in touch with Jerome/Outreach to affirm roles and responsibilities. We'll review new categories later to allow for more discussion.

SYLVIA: I also want to share that during the holidays I received a note from Alicia with POWER indicating that they are stepping back from the NPC. They will continue to participate thru their alliance building work with GGJ and RTTC.
'''AFFIRMED'''

;-- Proposal 7 - Budgets: March 2013 convergence budget; Philly budget (March 2013 Committee, Comms-Tech WG; Resource Development Committee)

Victor gave overview of budget, including Sep 2012 NPC approved expenses, costs paid since, remaining balance on line items and proposed add'l funds for March Convergence.

;In brief:
:$40700 net revenue available
:$24637.88 total expenses
:$16062.12 net revenue over expenses
:$15837.88 budgeted as available for March Convergence
:$12997.12 requested for add'l support of March Convergence
:$3065 remaining balance, if proposal is approved

Maureen: Has an alternative proposal. Original budget was $15137.88. Add'l request seems high, leaves too little for much to do after March.

Victor: There were requests for add'l funds to support a larger meeting from the March 2013 Committee and New Orleans organizers.

Jerome: This was a compromise budget. What is the alternative budget? Where did it come from?

Maureen: I proposed it, prepared to share it with others here.

Walda: Wants to raise question on process of vetting and development of budget sent from Resource Dev. How honor and recognize work that's gone into this?

Jerome: This is a budget supported by RDC, right (David & Sylvia: yes)

Sylvia: Spoke this morning with Kimberley and Viola and received feedback on yesterday's March 2013 Committee call from Viola, Yvette and Oya on NOLA logistics and organizing needs and concerns. This is what they felt they could agree on to make the mtg happen.

Maureen: I don't support the add'l expenditures for this meeting. Instead have lower travel allowances, less on food -- feels extravagant. It's costly for things everywhere. I called several churches today who think we can use their spaces. Concerned with little budget funds going forward. This kind of budget frightens me. Still need to hire people to continue doing the work between now and 2014. I've also checked on Motel 6 in NOLA and they have cheaper rates for housing.

Cindy: Agree with what Maureen said.

Derek: March Convergence meeting -- is this a trad'l NPC mtg or a mini-Social Forum?

Jerome: What we've called for is an expanded NPC mtg with approx 300 people on principle of an expanded process -- a little larger than normal NPC mtg.

Derek: The cost here aren't right, still negotiating with university and others on food. Thought food budget also included doing the work.

Sylvia: Members of RDC have been trying to understand the diff budget proposals that have been offered. We've struggled to get the info we need to understand what it will take to make mtg happen. The presented budget and proposal attempts to pull together what we've been told based on available funds -- $12997 in add'l funds for meeting with $3065 remaining post-March.

David: Has concerns with proposals and what we're spending but also noting calendar. Supporting proposal so we can get busy supporting this meeting. It's really a compromise between different groups.

Salimah: Did we agree to have this mtg in NOLA? (Yes) Budget is acceptable as is.

Viola: Kimberley and I spoke this morning with Sylvia and we had another budget mtg in NOLA in December. When we looked at budget we realized this is what we really need to do it. To Maureen: some churches here still aren't open and we can't use. We're really stressed with other campaign work. We need to do this meeting right for 2014.

Cindy: Feels we've gotten lots of feedback on concerns, seems we need a chiseled down budget.

Marian: What Maureen and Cindy have laid out, need to make sure NOLA is a part of the committee to work this out. I understand the economic situation in NOLA but have to look at the objective situation everywhere.

Maureen: I deeply oppose this budget. We cannot go fwd talking about spending $28k for a single event for 3 days knowing that at the end there's only $3k left. We're gonna have to go back and review and revisit this.

Salimah: If we review, we should look at the heavy lines: travel is $13k, we can cut down food. Not that many lines after that, the other lines are peanuts. To satisfy Maureen, bring down the food line to $3k. But we shouldn't move the travel line -- we need to bring people in.

Jerome: Proposal to move fwd?

Derek: Propose to reduce line items like Salimah suggested.

Jerome: Set up another NPC call and give NOLA time to review proposal and see where can cut back.

Walda: Goal was for expanded convos with 300 people. Need to reaffirm if this is where we're going. Suggest we rethink travel budget. Give feedback to NOLA who will be in the convo to discuss this. Who will carry this forward? We can't approve a budget without some process.

David: Asks if those with strong concerns will join in with others to look at budget.

Sylvia: Proposal--RDC work with PISAB-GNOOR, plus Agenda Team and Outreach WG to review meeting size, needs and budget. Still need to allow NOLA people to get info on facilities and other costs.

Viola: Agrees, want opportunity to talk in NOLA, to come together to discuss this. We're sure about what we can do and what we need to do it with.

Jerome: Wants to be on group to review this. Will be in NOLA this weekend and attending GNOOR mtg. Approval for funding for meeting space?

Sylvia: We already approved in September $12300 for March mtg with funding for specific line items. $8000 is for travel. We don't have consensus for new add'l funding. There are some approved funds available if there are urgent, payments that have to be made before review of new budget proposals.

Derek: Can we submit invoices for review?

Salimah: Praxis needs proposed contracts for New Orleans (e.g., hotels) to review what costs, requirements may be. Also can send vendor proposals or quotes for review.

George M: Clarify bids vs. invoices. Standard to get three bids for proposals.

Viola: We can get bids.

'''NO CONSENSUS, REQUIRES MORE DISCUSSION AND FOLLOW UP'''

Jerome: Agree we need another NPC meeting in next 6-10 days.

Sylvia: We'll follow up over email with approved proposals, next NPC call and additional work to be done. Please stay posted and help, if you can.

;Proposed Agenda:

;* Welcome, roll call (time zones) -- 10 min

;* Updates -- 10 min

Next Meeting: Tuesday January 22, 2013 Time: 7:00pm ET/ 6:00pm CT/ 5:00pm MT/ 4:00pm PT Call-in: (712) 432-0075, code 388105# (host 564471#) – (NPC#)

;-- Proposal 4 - USSF 2014 goals, We Believe Statement (Road to 2014 Committee)
WALDA: This document is to frame our political discussion. Based in earlier documents (we believe versions, urgency statement, PMA Synthesis)
MAUREEN: Wants to see actual proposed text before supporting.
'''AFFIRMED'''

;-- Proposal 5 - Site Selection 2014 proposal (Road to 2014 Committee)
